Rules made by the Chief Civil Affairs Officer in exercise of
the powers conferred by section 23 of the Custodian Proclamation,
194.
1. (1) The record made by the Custodian of each property taken into his custody or brought under his supervision or control in pursuance of the provisions of paragraphs (b), (c) and (a) of section 7 of the Custodian Proclamation, 194 shall, in so far as the exigencies of the service permit, contain the following particulars:-
(a) the date when the property is taken into custody or
brought under supervision or control;
(b)
a description of the property and its situation and an account of its condition on the date mentioned in the preceding paragraph;

(c) the name of the owner, if known;
(a)
in case of land or buildings, whether or not the same are occupied and, if occupied, the name of the occupier;
(e) if possible, a provisional estimate of the value of the
property;

(f) what is proposed to be done with the property;
(g) the action taken in regard to the property.
(2)
Every such record shall, for the purpose of reference, be given a serial number.

Every such record as aforesaid and the accounts in relation to any property shall be open to inspection, without the payment of any fee, by the owner of the property to which the same relate on proof of his interest therein or by any person duly authorised in writing by such owner in that behalf.

(1) The Custodian shall exhibit, in a prominent place accessible to the public, in or immediately outside his office, a list of properties taken into his custody or brought under his supervision or control under the provisions of paragraphs (b). (c) and (d) of section 7 of the Custodian Proclamation, 194
(2) Such list shall be in Form No.1 in the Schedule to these rules or in a form as near thereto as may in the circumstances be convenient.
(3) The Custodian shall cause to be published in the Gazette, at such times as may be convenient, copies of or extracts from such lists.
4. (1) If the Custodian, in exercise of the powers conferred by sub-section (2) of section 9 of the Custodian Proclamation, 194 decides to relinquish custody of or cease to keep under his supervision or control any such property as aforesaid, he shall, as soon as conveniently may be, cause to be published in the Gazette a notice of such relinquishment or cessation, as the case may be, in Form No.2 in the Schedule or in a form as near thereto as may in the circumstances be convenient.
Any such notice may relate to two or more properties and in that event the requisite particulars may be tabulated.
(2) Where the name and address of the owner of the property are known a copy of or extract from the notice shall be sent to him.
